Nashville Village Council Regular session was called to order by President Mike Kenyon on June 22, 2017 at 7:00 p.m. in the council chambers.

Scout Hall Property

Discussion – all members in favor of removing building

Motion by Courtney seconded by Zoerman to solicit bids to remove the scout hall building pending investigation into the deed and fence agreement. Ayes – Coll, Zoerman, Courtney, Willacker, and Kenyon.  Nays – none. Absent – Johnny Hartwell & Henry Felder.  Motion approved.

 

Pay application – LD Docsa

Motion by Coll seconded by Willacker to approve the payment request from LD Docsa for $105,676.73. Roll Call Vote: Ayes – Willacker, Coll, Zoerman, Courtney, and Kenyon.  Nays – none. Absent – Johnny Hartwell & Henry Felder.  Motion approved.

 

Central Park – Flea market request

Motion by Courtney seconded by Willacker to approve the request to use Central Park for a Flea Market on August 5, 2017 (rain date of August 6, 2017). Ayes – Courtney, Willacker, Coll, Zoerman, and Kenyon.  Nays – none. Absent – Johnny Hartwell & Henry Felder.  Motion approved.

 

Committee Reports

EMS – used Life Pack monitor purchased for $1,895; discussed changing meeting day

 

Roundtable

Kenyon – self assessment rescheduled for after the 7-27-17 meeting.

Public Hearing – Burning Ordinance revision

Public Comments heard.

Question on definition of recreational fire (brush pile?). Brush burning should be allowed in certain areas as noted in current ordinance.

Comments on additions needed to current ordinance not new: footage away from buildings for recreational fires; times/days burning barrel fires allowed; certain items should not be burned.

11 residents voiced opinion to keep current ordinance with minor changes

No one present in audience voiced approval of proposed ordinance revision.

President Kenyon thanked all resident who came to the public hearing.

Motion by Felder seconded by Willacker to adjourn public hearing at 7:21 pm. Ayes – Zoerman, Courtney, Willacker, Hartwell, Felder, Coll, and Kenyon. Nays – none. Absent – none.  Motion passed.

Burning Ordinance Revision

Consensus of council that more work needs to be done on current ordinance but proposed ordinance is not acceptable to community.

 

Motion by Courtney seconded by Willacker to table the proposed burning ordinance revision and send it back to committee for more work. Ayes – Hartwell, Felder, Coll, Zoerman, Courtney, Willacker, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

Wellhead Protection Renewal proposal

Motion by Hartwell seconded by Courtney to accept the Wellhead Protection renewal proposal from Fleis & Vandenbrink for $7,500 as presented. Roll Call vote: Ayes – Willacker, Hartwell, Felder, Coll, Zoerman, Courtney, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

MERS 2018 Retirement rates

Motion by Coll seconded by Willacker to authorize the change of the 2018 -2019 MERS employee contribution rate to 2.60% effective March 1, 2018. Ayes – Courtney, Willacker, Hartwell, Felder, Coll, Zoerman, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

2017 Tax Rate

Motion by Coll seconded by Willacker to set the 2017 rate for the Village at 9.2457 for General and 3.6982 for Streets (total rate of 12.9439). Roll Call vote: Ayes – Zoerman, Courtney, Willacker, Hartwell, Felder, Coll, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

2017 Special Assessment Roll

Motion by Willacker seconded by Hartwell to approve the 2017 Special Assessment tax roll as presented with a total of $19,705.52 due and place all assessments listed on the 2017 Village taxes. Roll Call vote: Ayes – Coll, Zoerman, Courtney, Willacker, Hartwell, Felder, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

Committee Reports

Fire – minutes available – new truck will be delivered very soon; pancake breakfast on June 17 during the Car Show

Transfer Recycle – minutes available – tire trailer will be emptied this fall and new gravel will be purchased next spring for drive.

 

Roundtable

Zoerman – good progress on fishing deck and bathroom

Hartwell – thanks to public for showing up tonight; fireworks will be Friday night (16th) downtown – not at Sandyland.

Courtney – reminder of the Car Show on the 17th

Felder – Bathroom look good; DPW doing a great job

Kenyon – turnout today was great; Police doing a great job on ordinance enforcement but will be pushing enforcement even more; looking into blight ordinance; assessment to be rescheduled; working on sesquicentennial – 2 yrs away.
