COUNCIL MEETING MINUTES FOR APRIL 13, 2017

Nashville Village Council Regular session was called to order by President Kenyon on April 13, 2017 at 7:00 p.m. in the council chambers.

The attached list of bills totaling $675,078.82 were presented and Motion by Coll seconded by Felder to allow the April bills as listed to be paid and have orders drawn on the treasurer for the same. Roll Call Vote: Ayes – Coll, Zoerman, Courtney, Willacker, Hartwell, Felder, and Kenyon. Nays – none. Absent – none.  Motion passed.

Quarterly Payments

Motion by Coll seconded by Hartwell to pay the quarterly payments as follows: Fire Board - $7,500; Transfer Recycle - $1,250. Roll Call Vote: Ayes – Felder, Coll, Zoerman, Courtney, Willacker, Hartwell, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

Planning Commission open seat application

Motion by Willacker seconded by Coll to appoint Lloyd Elliston to the Planning Commission.

Ayes – Hartwell, Felder, Coll, Zoerman, Courtney, Willacker, and Kenyon. Nays – none. Absent – none.  Motion passed.

  

Full time Police Officer open position new hire

Motion by Coll seconded by Hartwell to hire Michael Hueter as a full time police officer starting April 24, 2017 with a starting wage of $15.97.  Ayes – Willacker, Hartwell, Felder, Coll, Zoerman, Courtney, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

Historical Society – Central Park

Presentation on Emory Parady and his role in National and local history. Would like to place a Historical plaque in Central Park – will be holding fund raisers to raise money to fund the plaque. Asking council to consider changing the name of Central Park to include Emory Parady’s name. “Emory Parady Central Park”.

 

Motion by Courtney seconded by Coll to rename Central Park to Emory Parady Central Park pending review of the park deed. Renaming would coincide with the unveiling of historical plaque in the near future. Ayes – Courtney, Willacker, Hartwell, Felder, Coll, Zoerman, and Kenyon. Nays – none. Absent – none.  Motion passed.

 

Committee Reports

Fire – new grass fire truck – June; pancake breakfast was successful

Parks, Buildings, & Grounds – looking into $500 grant; working on 5 year plan update

Courtney – thanks to Henry for work in cemetery; there are new banners up

Felder – thanks to Zoning Administrator, Historical Society, DPW and Police Chief

Motion by Courtney seconded by Coll to approve the pay request from LD Docsa for $237,175.03 Roll Call vote: Ayes – Coll, Zoerman, Courtney, Willacker, Felder, and Kenyon.  Nays – none. Absent – Hartwell. Motion approved.

 

Permanent Parking Permit request

Motion by Coll seconded by Coll to grant the permanent parking permit to Marcia Scramlin for 210 Sherman. Ayes – Felder, Coll, Zoerman, Courtney, Willacker, and Kenyon.  Nays – none. Absent – Hartwell. Motion approved.

 

President Pro tem Appointment

Motion by Courtney seconded by Felder to appoint Mary Coll as President Pro Tem as nominated. Ayes – Willacker, Felder, Coll, Zoerman, Courtney, and Kenyon.  Nays – none. Absent – Hartwell. Motion approved.
