MINUTES FOR COUNCIL MEETING HELD 5-11-17 

 

Nashville Village Council Regular session was called to order by President Kenyon on May 11, 2017 at 7:00 p.m. in the council chambers.

The attached list of bills totaling $115,306.61 were presented and Motion by Hartwell seconded by Willacker to allow the May bills as listed to be paid and have orders drawn on the treasurer for the same. Roll Call Vote: Ayes – Zoerman, Courtney, Willacker, Hartwell, Felder, and Kenyon. Nays – none. Absent – Coll.  Motion passed.

Sewer Project – LD Docsa Change Request

Motion by Hartwell seconded by Felder to approve the change request in the amount of $9,224.75 from LD Docsa as requested. Roll Call Vote: Ayes – Felder, Zoerman, Courtney, Willacker, Hartwell, and Kenyon. Nays – none. Absent – Coll.  Motion passed.

 

Street Paving Bids

Bids from Murrays Paving - $34,020 ($81 per ton) & Lakeland Asphalt - $31,258 ($65.90 per ton)

 

Motion by Felder seconded by Willacker to accept the bid for street paving from Lakeland Asphalt as presented. Roll Call Vote: Ayes – Hartwell, Felder, Zoerman, Courtney, Willacker, and Kenyon. Nays – none. Absent – Coll.  Motion passed.

 

Library Board Representative Appointment

Motion by Courtney seconded by Felder to appoint Duane Hansen as the Village representative to the Putnam Library Board. Ayes – Willacker, Hartwell, Felder, Zoerman, Courtney, and Kenyon. Nays – none. Absent – Coll.  Motion passed.

Roundtable

Zoerman – glad to have Bud on the Planning Commission

Kenyon – May 25th after the regular council meeting will be the 1st self-assessment meeting; June 8th will be the Public Hearing for the Burning Ordinance; June 22nd council meeting agenda will include discussion on what to do with the Scout Hall property

 

Motion by Courtney seconded by Felder to adjourn at 8:03pm.  All ayes.  Motion carried

Nashville Performer Night

2&3 Together street performer night – asking permission to use Village property.

Motion by Coll seconded by Felder to give permission to use Village property for 2&3 Together street performer night to be held on June 22, 2017 and August 10, 2017. Ayes – Felder, Coll, Willacker, Hartwell, and Kenyon.  Nays – none. Absent – Zoerman & Courtney. Motion approved.

 

Zoning Administrator term limit change

Motion by Willacker seconded by Coll to approve changing the term limit for the Zoning Administrator to 2 years. Ayes – Hartwell, Felder, Coll, Willacker, and Kenyon.  Nays – none. Absent – Zoerman & Courtney. Motion approved.

 

Burning Ordinance revision

Discussion – some would like burning of paper in barrel to stay in ordinance and leaves/brush allowed in certain areas as in previous ordinance.

 

Motion by Hartwell seconded by Felder to set a public hearing to discuss this ordinance further. Ayes – Willacker, Hartwell, Felder, Coll, and Kenyon.  Nays – none. Absent – Zoerman & Courtney. Motion approved.

Committee Reports

EMS – nothing new

Transfer Recycle – doing well; looking into tire removal; need gravel on grounds; board members will be visiting site on a Saturday soon.

 

Roundtable

Hartwell – Sandy Land events – may move fireworks on Car Show weekend to Sandy Land; 222 S Main ground work is completed and looks nice.

 

Kenyon – There was nothing found to prevent renaming Central Park to Emory Parady Central Park; Assessment meeting tentatively set for after the council meeting on May 25th.

 

Motion by Willacker seconded by Hartwell to adjourn at 7:30 pm.  All ayes.  Motion carried
